The Failure of the 28-Article Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are waged: hopeful statements are released from multiple capitals. Immense energy is allocated on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from across the border, a ability enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense engaged: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, probably provided by Western nations. Every firing jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Following this, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still went about their day – living the war. But those full day illustrated Ukraine's vital need on Western support – a dependence that regional partners are evidently unprepared to replace in the immediate future.

Failed Diplomacy

The detailed framework from Washington generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new approach from Washington adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, certainly, continue.

Political Considerations

It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a assumption understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is unrealistic to compel Moscow to relinquish the territory that it already controls in Ukraine's south or east.

The issue is that while recognising this factual reality, American administration does little to deter Moscow, through words or deeds, from believing that the current condition will not shift further in its benefit in the near future.

Divergent Views

Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but avoiding a entire defensive failure until situations evolve in its benefit.

Existing Situation

Factually, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their task will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These opposing factors are influencing discussions.

Assessment and Future

It took a only one week to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.

While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
