Two more people have been arrested related to a theft at London's Heathrow Airport where over twenty individuals sustained injuries by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was taken into custody in Lambeth on suspicion of theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. Both individuals remain in custody, authorities confirmed.

The arrests follow a probe into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Prior to the attack, a pair of female travelers were robbed of their suitcases after getting out of a car park lift.

A toddler aged three was among the those hurt during the incident. Five people were taken to the hospital for treatment and have since been released.

Officers arrested a man in his thirties on suspicion of robbery and assault close to the scene. He was subsequently released pending further inquiries while inquiries continue.

Authorities were alerted at about 08:10 GMT following reports of a number of people hurt by a noxious substance believed to be pepper spray.

The assault - an event that police said was isolated and not considered terrorism - resulted in delays to rail services and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park briefly.
